cast brass elements applied, dried flowers, 48 star US Flag (looks like silk), satin background fabric.
The 48 stars indicate a date range of 1912-1959, and the style of the piece indicates it is likely early in that range.  Perhaps this piece was made in 1912 to celebrate the new flag and the new 48 States Union that it represents.
